on top and it sets up the vice presidential debate on thursday between paul ryan and vice president joe biden, larry. >> all right. i'm looking for some rock 'n roll in that debate, john. >> you'll get it. >> many thanks to john harwood. let's get right to the distinguished panel. former assistant secretary of defense larry corps who worked in the reagan administration and richard williamson who is a senior romney foreign policy adviser. welcome, gentlemen. ambassador williams, i read the speech and tried to read it carefully. mitt romney is very critical of how president obama handled the benghazi killings and so forth and security risks. i want to ask you though specifically. in your judgment does mr. romney believe there was a cover-up going on in the white house when they put out susan rice, they already knew it wasn't the video. it was actually the al qaeda terrorists and others related to it that? will romney in the debate next week talk about a benghazi security cover-up regarding the baha obama white house? >> thanks for letting me be on. benghazi has to be seen we had 20 embass

are raised now for the paul ryan versus joe biden debate. the obama campaign i don't think can afford the perception that they lost two in a row. i would think vice president joe biden's fingernails are beginning to sweat about next wednesday because he's somewhat in the same position as president obama. he's been vice president in for four years. had a lot of things going. been a long time since he's debated. paul ryan has been in the cut and thrust of congress, to be better prepared. however, ryan is in the shoes president obama was in last night and the expectations are high for ryan. i think most people feel that paul ryan will walk joe biden's dog in this debate, and that's a down for him. i would venture that the vice presidential debate may get the largest audience of any vice presidential de debate we've had so far. >> in 2008 with the introduction of sarah palin was the first time the vice presidential debate was ever the highest 01:39:43:rate ed debate. we have this again. >> governor romney, last night, people say he mangled the truth to put it gently. the obama campaign --

that paul ryan and i have a plan. it is not a repeat of the last four years because we cannot afford four more years of the last four years. it is an entirely different direction. it has five different parts. number one, we will take advantage of our energy, coal, gas, oil, nuclear. the president has cut in half the number of permits and licenses on federal lands and in federal waters. i will double them. the president has made it virtually impossible to build a coal industry in this country. we have a lot of coal and i want to use it. the want thet w keystone pipeline. i will get us that oil from canada. i will open up more trade. we can trade on a fair basis with people around the world. but when people steal our jobs and trade practices as a china has, i will hold them accountable. we cannot let our jobs get stolen unfairly. i want to make sure the people have the skills that they need to succeed. i want training programs that prepare people for the jobs of today. right now have 47 different federal training programs reporting to eight different agencies. think of the overhead and the

're sticking with their game plan, that is to draw contrast with paul ryan. that they intend to do that. that they intend to talk about foreign policy as well as domestic policy. and that they want to continue to draw the contrasts with the romney campaign because they believe romney has been kind of soft in telling us where he's going to go on foreign policy in his speech today as well as on domestic policy, how would he reduce that deficit. so they still think they've got openings here, wolf. and they do. anything can happen. overnight's a lifetime in politics, particularly when it comes to a close presidential race like this. >> and all those folks thought that president obama had it wrapped up a few days ago, not yet. gloria, stand by. mitt romney was clearly hammering away at the president's foreign policy before a military audience today and sketched out a stronger, bolder response by a romney administration. cnn's national political correspondent jim acosta has more on that. >> reporter: wolf, after millions of americans watched mitt romney go toe to toe with president obama at t

a big deal out of it. web video this morning, you played paul ryan's comments. you know, i don't -- if president obama and his campaign team had a choice, i think they would rather joe biden not have used that phrase in relation to the last four years. that said, i think the life cycle of a gaffe now, andrea is so small it kind of rises up and becomes a huge thing for 15 minutes or one day, and then it disappears. my guess is, at 9:01 p.m. tonight when the debate starts, this will not be as big a deal and there will be new things to talk about, new issues to digest, again, not a great moment for joe biden and clearly one the white house would have rather he not have said. i just don't know that, you know, in two weeks time we're talking about it. >> all right. we'll see what -- whether there's a new gaffe or two or three to replace that one tonight. thank you very much. see you later. joining me in denver, stephanie cutter, deputy campaign manager for the president's re-election effort. where were you when you heard joe biden yesterday? >> i don't remember. because we don't see

as has paul ryan and certainly the vast majority of republicans in the house. which is a commitment not to raise overall taxes. romney's committed to cutting all tax rates at least 20%. ryan and the house republicans want to go to a top rate of 25% corporate and individual. romney's made it clear. any changes are in the context of keeping overall taxes from going up and making sure the middle class doesn't get hit request higher taxes. it's not a tax increase, he's made that clear. >> mr. secretary, a lot of discussion about whether or not the wealthy or the middle class families in america benefit more from any limit of deductions. >> well, a limit of deductions actually would hurt the wealthy to the extent that we're talking about a deduction that the wealthy take in very, very large amounts. a limit on those deductions makes some sense in terms of a progressive tax system. >> what do you think the plan for the president will be tonight? terms of tax reform, mr. reich? >> the president has said that he wants the so-called buffett rule that is a minimum tax particularly in regard t

the bush part, he hasn't wanted to explain them too much. in fact, paul ryan, his running mate says, the math is just too hard. but it really isn't. and i would imagine the obama administration, or obama's going to go through tonight, you really only need to know two numbers about romney's tax plan, one is $480 billion. that's the cost of it in 2015, just to pick one year. and the other is $251 billion. that's the amount that will go to very wealthy families. now, mitt romney's promise, his tax plan won't cost a dime on the deficit. so he somehow needs to get $480 billion out of the tax code by closing breaks and loopholes, seems like the mortgage interest deduction, and also that it won't be a tax cut on the rich. so about $250 billion of it needs to come from tax breaks for the rich. the problem for him is that independent analysts have looked at and basically said, when you take into account the tax breaks he's promised he won't touch, like the capital gains tax break, it's basically impossible to make the numbers worse. there's no way to get that many tax breaks from the rich, b

what direction to go. we know what direction we want to go. we want the paul ryan budget which cuts spending $6 trillion. the republicans in the house have passed 24-plus bills that create jobs and opportunity and strip out regulations. we just need a president to sign this stuff. and pick a republican with enough working digits to handle a pen to become president of the united states. >> you know, that's not an unfair shot. he basically believes he has those pledges in his pocket. he knows he can control fiscal policy in the congress with or without the new president. if there's a new president. he's got romney's arms tied in the same way that the religious right has his arms tied on abortion rights, same-sex, the the way the neo cons have his arms tied in terms of foreign policy. >> one question either the moderate or obama should ask, name one issue in which you plan to buck your party, one issue in which you plan to stand up to house republicans, one issue in which you don't plan to govern as a severe conservative as you described your record in massachusetts before you were des

to ryan lizza about all of this. >> confusing enough? >> it's nuts. thank you. well, shed some light on it for us. >> look, first thing i would say is don't get wound up by the sampling of democrats and raynes from poll to poll. there's no science to this. polls will differ on that number, depending on what they're finding in the field and it will drive you crazy to dig deep into the poll and say this one has more democrats, this one has more republicans. look at the trends over time. we have two polls. we want ten polls off this debate, we want to know where the race really is. all we have is gallup and pew. it's showing a huge bump up for romney. all these polls have a house effect. over time they all show in the course of 2012 a little bit of an advantage for one candidate or another. rasmussen very often shows a pro-republican house effect. pew has very often shown a pro-obama effect. it makes this huge romney lead even more surprising. wait for a week's worth of polls and we'll see where the race stands. as you point out, this is the best news romney has had since before his con

of the financial crisis that began under the bush administration, paul ryan seized on the remarks as an admission of failure. this is deadly earnest. how they can justify, how can they justify raising taxes on the middle class? the middle-class has been buried last four years. how, in lord's name, can they justify raising taxes? >> vice-president biden today said that the middle-class over the last of we or years has been buried. we agree. that means we need to stop digging, which means we have to collect mitt romney as president of the united states. >> meanwhile, paul ryan has appeared in videos online. in a speech delivered last november, he said 30% of americans want to live off the government. today, 70% of americans get more benefit from the federal government and a payback in taxes. you could argue we are already passed a tipping point. the good news is, survey after survey, poll after poll, still shows we are a center-right country. 70% of americans won the american dream. only 30% want the welfare state. what that tells us is, at least half of those people currently in that category are

,000 or in a little less tight new form. if romney wins he will have a mandate for some version of the ryan budget, probably temper a little bit to get some democratic votes. if he becomes president i think we'll have a mandated something close to the. either way we'll probably get a big deal, plus with the pressure of the debt limit and other things, the market out of, i think 2013 becomes a big entitlement reform, tax reform, budget reform. moment. it does mean though, this sort gets to john's point, there will be an amazing pivot on november 7 and sunday the campaign will be over and president obama let's say a lot of people who voted for him, yeah, guess what? we are going to do and come reform, and guess what, all the stuff i said about how mitt romney will destroy america, something will be do something that will not look at wildly different from some of the reforms that the republicans talked about it and, of course, romney will have the same problem with pivoting. i think the romney campaign, the romney transition team led by jon's predecessor is working pretty seriously on what they would

be secure with his base. i saw the debate where he said i want to spend $716 billion more than ryan, more than obama. and what we're hearing from romney is you're trying to cut $716 billion. no, what he's saying is we're going to do the same thing ryan has proposed which we're going to not increase by $716 billion the medicare, we're going to pay the same rates as the states, 45 states pay a medicaid rate for reimbursement lower than medicare. so he said we're going to spend $716 billion more than your plan, obama. and by the way, we're going to spend $2 trillion more on defense. so far romney's saying we're going to spend more than democrats. >> and no revenue. >> let me tell you how we know he's secure with his debate. debate night he talked about romney care, the plan he passed in massachusetts and the next day he went to sea pack and got a hero's welcome. guys, the base is okay. >> the counties in this country with the highest percent of medicare recipient are republican counties. of the 47% he talks about, romney will get half of them. >> 47% don't know they're in that 47%. >> they d

clearly more notional guy, excitable guy. ryan certainly more passionate and probably much more articulate when it comes to litigating the specifics of medicare and complex budget issues. you will this interesting ebb, mike this morning nailed it in playbook. this morning listen for watch of signs a lot of comeback stories. before you had this debate performance you had this video that weigh talked about. it was leaked out. it was five years old. but there is a lot of stuff in there that the obama campaign would rather not deal with. there's a couple of polls. one in virginia. one in florida, that showed those states tighting. >> republicans say there is one coming from ohio, republican inturnnal polls. they were sick about ohio. they're feeling better about it. >> any of this controversy over libya which was not brought up for whatever reason in the debate tonight. but obama, president obama has been under fire for their shifting explanation of why an ambassador was killed and what the root cause of that was. they initially said it had to do with silly videotape making fun of muslims. in

hear the republican argument paul ryan was making over the week end on sunday morning television it is the argument that's not so much taxing policy that they object to. the issue is spending. that that is the issue that they're most opposed to. and they believe that unless we do something about government spending we can never get the economy on the right track. >> where i agree with him is that we have to look very carefully at how we spend our money there are certain areas where we need to spend more. i think we need to spend more on infrastructure. anybody who travels around the world like i do realizes that america has a third world infrastructure. we need to spend more on education. one of the concerns that i raise in my book is america has become the country with the least equality of opportunity of any of the advanced industrial countries. >> equality of opportunity meaning -- >> that the life chances of a child are more dependent on the education and income of his parents than in any of the other advanced countries for which there is data. and the main reason for this is

president biden the middle class has been buried and when it comes to the clash the romney/ryan plan should have arise of middle-class and come joining me now is louis lerman. we have the republican orthodoxy. cut taxes and we will see growth. this is such the overstimulated economy we have so much government doesn't this change the algorithms? >> it does. the tax rate reduction is necessary but not sufficient we have to get at of the hands to read -- regulate large segments is everybody said bill the house and cut down the tree they did not say you could not do any of those under the epa. lou: obama appeals to the middle-class as he will try tonight unemployment over 8% it has ben devastating. how this the have a compelling message the shambles of the middle-class? >> he is not afraid of the truth he does not want the american people to know the work force is shrinking and it is more profitable for the american people to be on the dole and for them to go out to work that has made the workforce shrink and make it smaller. >> how does governor romney convince the people that are watching and

think if ryan/romney have a couple more good debates, those all go in the romney column. that was a freudian slip. but at the end of the day, though, the question is committee make up the big difference in ohio? can he make up the big difference in wisconsin? because if he doesn't win ohio, he's got to win wisconsin. the romney people still think he can. after that debate and after barack obama's performance, which was staggeringly bad. >> all right. >> no, i mean it. >> he's right. >> okay. >> i'm hearing this from democrats. and this broke through. we always hear about how americans aren't paying attention. they're looking at reality shows. this broke through, everybody was talking about it, not just how well romney did but how badly the president performed. >> well, just as i think it was premature to declare the race over before, i think it's too soon to say that that performance, as widely watched as it was, is going to move numbers. we have yet to see any numbers move. i think they probably will some. and i think that on the other hand, did governor romney win the

. whoever is budget director, paul ryan as vice president, and whoever is the treasury secretary, i would guess twice a day at the white house meeting with senior white house staff. then there would be the rest of the obama administration were i would hope that would be -- a whole bunch of other things could be done in departments that need to be improved from a policy point of view. my sense is that the romney people are very focused on that first six-nine months. if i were advising romney, i would say put them all at the white house, omb, and treasury at the beginning. they need the best, most experienced people to really make those decisions early and to work with congress. i would get a couple people who have served our are very familiar with congress. obviously cannot just dictate to congress. they will need to make that step happen very fast. a very strong white house chief of staff and budget director. it was impressive what they did. being able to get that stuff through, we look at history in retrospect, the fact that reagan did it was pretty startling. >> governor romney is also

not only from paul ryan but also it came from bill clinton's chief of staff. this is an idea that has been around a long time. let's see if we can get competition into the medicare world so people can get the choice of different plans, better quality. i believe in a competition. >> first of all, every study has shown medicare has lowered administrative costs, which is why seniors are generally pretty happy with it. private insurers have to make a profit. there is nothing wrong with that, that is what they do. you have higher administrative costs, plus profit on top of that, and if you are going to save any money through what gov. romney is proposing, what has to happen is that the money has to come from somewhere. when you move to a voucher system, you are putting seniors at the mercy of those programs. over time if traditional medicare has decayed or fallen apart, then they are stopped. this is the reason why aarp has said your plan would weaken medicare substantially. that is why they were supportive of the approach that we took. we do have to lower the cost of health care, not just in
